CALL TO ORDER: Chair Lila Wood called the meeting to order at 7:05 pm.

GUEST SPEAKERS:

JULIE RAMIREZ, River Market: Julie gave a brief update on the new tenants at the Market – The Vancouver Raw Food School and the Great Wall Tea Company, and the Grand Wednesday morning programs of tea for seniors and a 5% discount at Donald’s Market and free parking. The Raw Food School will be doing a demonstration and offering free samples.

BEV GREEN, Planning Department Manager, City of New Westminster, and Joannne Edey-Nicoll, Assistant Director of Parks, Culture and Recreation, presented the plans for the Civic Facility to be built on Columbia Street between 8th Street and Begbie Street. The proposed facility will include office space, as well as Arts and Museum space, a conference hall, theatre, underground parking and, at street level, a restaurant and retail space. A stipulation of the 35 million dollars in DAC funding is a completion date of December, 2013. Currently, “due diligence” is being done to the proposal and a public rezoning hearing will be held at City Hall on February 21, 2011. The floor was then opened for a question and answer period.

VEN. JOHN BAILEY, Rector of Holy trinity Cathedral, updated us on the plans for redevelopment of the Parish Hall site to include a possible 20-storey tower with profit/non profit housing as well as hall, offices, kitchen and parish spaces, with underground parking. A ground–level plaza and open space as well as improved access to the Skytrain station are also in the plans. Holy Trinity has hired a consulting firm to work through the issues with the Diocese of New Westminster, BC Housing, and the City of New Westminster. We will be kept advised as the project develops. Rev. Bailey requested a letter of support from the Downtown Residents Association. The floor was opened for a question and answer session.

M/S/C: That we write a letter to the City in support of this project to rebuild the Holy Trinity Parish Hall.

REGULAR BUSINESS:

Due to time constraints, Committee reports and correspondence were referred to the Directors for attention.

NEW BUSINESS:

The Downtown Community Barbecue and Street Festival was discussed and the many problems considered, including financing – our City grant has been cut back severely; site – ten years ago we could accommodate our 50 guests very easily, in 2010 400 guests were beyond the comfort level, with long line-ups for food, over-crowded house tours, and guests at the outside edges of our site could not see or hear the entertainers or speakers. It was agreed that there would be no Barbecue in 2011. We will bring new ideas to our March meeting for a bigger and bolder event or a smaller and simpler event. Do we need a larger location, or limit the number of tickets sold, or increase the price? Are there new sources of revenue? Can we partner with the Quayside group and/or the BIA?

Tuesday, February 15, 2011, Advisory Planning Commission Meeting on Multi Use Civic Facility

The City of New Westminster is proposing to rezone 777 Columbia Street from Columbia Street Historic Comprehensive Development Business District (C-8) to Comprehensive Development District (Multi Use Civic Facility) (CD-35) in order to enable the development of a Multi Use Civic Facility and office tower. The Multi Use Facility would be located in the lower 60 feet of the building in three storeys plus mezzanine. The office tower, which would be up to 8 storeys in height, would be located on the westerly side of the site. The total development would have a maximum floor space ratio of 7.0 and a height of 220 feet. A liquor primary license is part of the application.

The Advisory Planning Commission will consider this proposal on Tuesday, February 15, 2011, at 6:30 pm in Committee Room #2 at City Hall. Written submissions should be sent by Friday, February 11.

GUEST SPEAKERS:

KEN HARDIE, Translink

Hardie provided a comprehensive overview of Translnk services, highlighting New Westminster as a “critical traffic hub” with major arterial routes for cars and buses as well as host to five Skytrain stations. He mentioned that the Transit police will move to a new head office in Sapperton in 2012. Of specific interest to us in the downtown is the push for encapsulation of the North Fraser Perimeter Road – no decisions on this yet. Due to financial reasons the NFPR will be unfolding in phases. First phase is due to begin in 2011, the United Boulevard connector.

Translink is currently in a “holding pattern” again due to financial reasons, so no word on the Evergreen Line or further Skytrain service to Langley or Surrey. Also, no word on the creation of a new Pattullo Bridge. Current policy is to “renovate and maintain” the existing structure.

At this point the floor was opened for questions and queries. A wide range of topics were discussed; i.e. “tolling” on a new bridge, bicycle and pedestrian safety on existing Pattullo Bridge, Skytrain hours of service, safety of stations, passes for low-income seniors, etc.

Due to time constraints, Hardie asked if he could be brought back in January or March.

HARVEY HATCH, Architect, and PETER NEWALL, owner, of Ballenas Project Management, re proposed development for 125 Columbia Street (at Elliot St.)

Newall told us that Ballenas has done a number of projects in New Westminster, most recently the Interurban development on the old Windsor Hotel site. He had a copy of the latest Official Community Plan and mentioned that his proposed 20 storey/11 townhomes development aligned itself with the new OCP.

At this point the Architect for the project, Harvey Hatch, discussed the handy proximity of the proposed development to Skytrain and also to the site of the new school to be built at the former St. Mary’s Hospital site.

The floor was then opened to questions and judging by the audience response there did not seem to be much support for this project. One major concern was lack of street access to the site and present lack of street parking in the area. There is no access or parking on the Columbia Street or Elliot Street sides of the property. There is no street on the east (park) side, leaving only narrow Clarkson Street for constructions vehicles, deliveries, emergency vehicles and residents and their visitors. The planned underground parking will have to take into consideration the Skytrain tunnel under the upper portion of the site. The property is presently owned by the city for unpaid taxes. The developer has an agreement to purchase and feels that he can overcome these difficulties. Both Hatch and Newall agreed to come to a future meeting when plans have advanced.

Due to the late hour the regular committee reports and business were put over to the January meeting.

MINUTES OF ANNUAL GENERAL MEETING OF THE DOWNTOWN RESIDENTS ASSOCIATION
September 22, 2010

CALL TO ORDER: 7:15 PM, in the Parish Hall, Holy Trinity Cathedral, 7 persons in attendance.

Quorum – 21% of paid-up members. Five paid up members present, therefore a quorum.

M/S/C - Approval of Agenda, September 2009 AGM Minutes, as distributed.

ELECTION OF DIRECTORS FOR 2010-2011: Carolyn Armanini, City Representative, conducting.

There being no new nominations for Directors, it was moved, seconded , carried THAT the seven current Directors: Judy Ross, Barbara Elliott, Paul Goodrick, Jonathan Story, Andrew Boyd, Miriam Smith, and Lila Wood be considered elected for the 2010-2011 term and that they retain their current Directors’ Positions and Committee Representations.

THE ANNUAL GENERAL MEETING WAS ADJOURNED AND THE REGULAR MEETING PROCEEDED.

SPEAKER: Kristian Davis, Supervisor, Solid Waste and Recycling Branch, Engineering Operations, for the City of New Westminster.

Davis demonstrated the Green Cone recycling container and explained how it worked and how it could turn food and plant waste into a clean, odorless liquid. The Engineering Department has a number of these Green Cones available for residents to try and report back to the Department on how they are working. The Green Cones are installed in a sunny area of the garden, the base in a pit where the liquid is disbursed from the cone, the Green Cone proper placed on top. The cones are about four feet tall, fairly attractive and unobtrusive when placed in the garden near shrubs and greenery. On October 16^th, 2010, we put feet on New West’s streets with the 6^th Annual Children’s Wish Foundation’s “Wishmaker Walk for Wishes!”
Registration will take place at the Heritage Grill on the corner of Columbia and Church Street at 11 am and the walk will start at 12 pm.

This no barrier, fun filled, national event raises funds for children between the ages of 3 and 17 who are suffering from life-threatening illnesses, so they may experience a brighter day and have a smile in their heart. The Children’s Wish Foundation has taken on this mission since 1984,
yet there is still so much work to do.

For the past 5 years, the Wishmaker Walk for Wishes has taken place in Vancouver, however, seeing that New Westminster is fast becoming a vibrant, walkable community, it was time to get out on the streets and shine! Also, a first for any city, New Westminster’s Walk for Wishes will feature a pre-Halloween “Trick or Treat” with tremendous support from the local business community. Kids of all ages will experience candy, treats and hot chocolate at various stops along their route. There will also be exciting performances at Hyack Spirit Square by the Vancouver Circus School and local rock and blues band Foster Child.

We can all win, with your support in raising funds and helping us show that New Westminster is a healthy, vibrant community. Please support us by joining the Wishmaker Walk for Wishes on October 16^th, 2010. It would be wonderful to see your team out on the street showing the community that we have a healthy Downtown New Westminster and that it has a heart too.

Community Energy and Emissions Plan Open House

New Westminster is committed to building a sustainable community and has recently initiated the development of a Community Energy and Emissions Plan (CEEP). The CEEP will outline a strategy for the community to increase our energy efficiency, diversify our energy supply, reduce waste and reduce our impact on global climate change. In order to reduce our community's energy consumption and greenhouse gas emissions, we need help to develop actions and policies that impact how our community will grow and develop over the next 25 years.

The City has collected information on our current community energy consumption and emissions levels and would like to share with you what we've learned at an Open House on Tuesday, October 12, 2010 from 5:00 pm – 7:00 pm in the foyer of City Hall, located at 511 Royal Avenue.

THE PURPOSE
First, it is an event for family and friends to be together and enjoy an incredible day of shopping, recycling, fun, festivities, eating and so much more.

Second, the Boardwalk festival and sale is the largest recycling event in the lower mainland. The theme for this event is Recycle, Refill, Reuse and RESELL! 150 tables will display an abundance of quality goods for sale ranging from Kitchen items, Furniture, Books, Clothes, Sport Goods, Technology, Antiques, Collectibles and a plethora of bric-a-brac items. Items bound for new homes not destined for landfills.

Third, raising awareness of social issues such as Cancer (Run For The Cure For Breast Cancer), as well as monies for charities and not-for-profit organizations, is a critical component of this events history and future. RIP: Will Bosch, QRA Recording Secretary

On Monday, August 2, 2010, Will Bosch, Recording Secretary for the Queensborough Residents Association, while walking on the Queensborough Bridge collapsed mid-span. Efforts to revive him were partially successful, but damage from lack of oxygen to his brain was extensive and he died soon after being taken off life support on Thursday.

He was well-known for his contributions to the community and will be sorely missed.

The New Westminster Police Service seeks the public’s assistance to locate Bongani NYONI, a Thirty-Eight year old New Westminster resident, who has now been charged with three counts of Aggravated Sexual Assault after having sexual intercourse with three women while knowing he was HIV positive.

New Westminster Crown Counsel has issued a Canada wide warrant for NYONI’s arrest as it is believed he may have travelled to eastern Canada. The offences date back to May of 2006 and investigators are concerned that NYONI may continue to engage in intimate relations with females without disclosing his medical condition.

Investigators are seeking any information from the public that could assist them in determining NYONI’s location.

They have been operating a landscaping social enterprise for the last 12 years employing people with developmental disabilities and due to an increasing amount of requests from existing and potential customers regarding the environmental impact of their services, they are considering expanding their service to include environmentally friendly landscaping maintenance. They are interested in getting feedback from a variety of potential customers regarding their ability and/or interest in using this service.

The Western Canada Society to Access Justice (Access Justice), Pro Bono Law of BC and the Access Pro Bono Society of BC present the Ride for Justice on Sunday, May 16, 2010. The event is organized to raise awareness about the free legal services available to residents in B.C. and to support the pro bono consultations and community services provided through Access Pro Bono. It features a bike ride and presentations/ panels discussions led by practicing lawyers and social justice advocates in the community. This is the 3rd year that Access Justice is running the public outreach event.

The concept for the event was inspired by the organization’s founder, Dugald Christie, who tirelessly advocated for reforms to B.C.’s justice system. Dugald paired his quest to make the legal system accessible to individuals in all income brackets with his love of cycling, undertaking cross-Canada rides to raise awareness about justice issues.

“The image of a lawyer in robes on a bicycle heading to a courthouse says a great deal about how Access Justice wants to keep the courts and the justice system firmly within the reach of ordinary Canadians,” says Society Director Phil Dougan.

The event starts at 10:00 a.m. and wraps up at around 12:30 a.m. Riders will rally in front of the New Westminster Court House building at 668 Carnarvon Street and then bike to Queen's Park.

Michael Degelder, Plaza 88 Developer.

Mr. Degelder brought us up to date on the situation at Plaza 88. Three out of four towers are completed and mostly sold out. Planned fourth tower requires variances in order to proceed. This tower may include a hotel. Plaza 88 will feature a unique residential and commercial mix know as a “Rail Mall” right on the Skytrain route. Hopeful completion date is Christmas 2011. Mr. Degelder acknowledged and was thankful for the support of the Downtown Residents Association. He fielded questions and concerns from the audience including an interest in the 10-screen cinema and other tenants for the project.

First off, we were told that the Market will reopen in Summer 2010 and also to watch for an announcement on April 1st regarding an anchor tenant. 55% of the space is spoken for and Sheih is committed to using locally based businesses featuring local produce. The Market is also contemplating a bicycle based delivery service as an amenity.

An open discussion was held to hear and discuss concerns regarding parking, connecting the overpass, and a possible community garden connected to the market. The Circus School will be returning to the

second floor along with food and health based tenants.

Coffee Break

Speaker Andrew Boyd, Executive Director of the Westcoast Genesis Society.

Andrew discussed the Keary Cottages at 305 and 307 Carnarvon Street. We learned the history of the building from 1886, as well as how funding was secured to enable the renovations to go ahead in order to house 35 residents and 20 staff members, kitchen, offices, and full basement. The Cottages will provide a safe home, councelling, and assistance to those suffering from Fetal Alcohol Spectrum Disorder as well as for the homeless. The first residents are now being settled in and hopefully tours will be available at the time of our July 29th Annual Barbecue.

Homeless Coalition: next meet March 25, 9:00 am.

Traffic Advisory Committee: New highly visible crosswalks are being installed in front of Royal Columbian Hospital. Next meet March 25, 5:30 pm.

Community Policing: Crime in the downtown core is down. Graffiti remains a problem, report to the police anyone seen tagging. Blockwatch is a crime deterrent, difficult to establish in downtown condominiums due to building security.

Farmers Market/Winter Market: Good attendance at March 20 Market. Next Market April 17, 10 am to 2 pm at Holy Trinity Parish Hall.

Westminster Pier Park: Eric Westberg, our City Hall Liaison from the Planning Department, updated us on possible features and amenities at the site. Work is due to start on this project soon as there is a deadline for completion.

Business

Aside: Prior to this meeting Barry Buckland of Lafflines Comedy Club dropped by seeking support for transfer of the present Lafflines Liquor License to the Burr Theatre premises. This would be a Primary License and would include sale of food items. It would also decrease the number of licensed seats to 110 from 220, making the premises more family friendly. Those who were here before the meeting was called to order discussed this matter and were in favour of the transfer of this Liquor License. A letter will go to the City to support the transfer of License. Unfortunately, Barry Buckland had a previous commitment and could not stay for the Residents meeting.

We have been asked to support Drink Urban Lounge's application for a sidewalk cafe type set-up on Columbia Street in front of their Lounge next to Starbucks.

Their plans include an enclosure with flower baskets and attractive furniture, similar to but not the same as Heritage Grill, Sherlock's and Aldo's patios. If you have any objections to this, please email me (lilawood@shaw.ca) by Sunday evening or I will presume that you approve or have no opinion. My personal opinion is that this will add life to the street in the same way that the other three patios do, and we do need life on Columbia Street.

NEW WESTMINSTER - The Royal City Farmers Market invites New Westminster to share the love at the next Winter Market, coming up just after Valentine's Day on Saturday, February 20.

"As always, I can't wait for the monthly winter market," says Operations Manager Jen Arbo. "I feel such a huge sense of community at the market, and look forward to not only the food and other goods, but seeing all the happy faces, both familiar and new!"

The theme for February's market will be "In Love With the Market" and will feature musical guest Chris Messytone playing romantic French and Italian folk music on the accordion. As always, customers will find locally grown fresh produce, homemade goodies, handmade crafts and one-of-a-kind items.

The market will feature storytelling for the kids with author Kathleen McMillan, who will read her heartwarming story of Bluebeary the Bear. The Royal City Community Garden Society will be present to share their progress on opening new garden sites around the city.

RCFM will also be "spreading the love" by collecting food bank donations at the event.

The market will be held from 10am-2pm on Saturday, February 20 at the Holy Trinity Cathedral Hall at 514 Carnarvon St.

What is being proposed?

Starlight Casino (Property Owner) and Target Event

Production (Operator) are seeking a Temporary Use Permit to

use a portion of the Casino site for the purpose of an outdoor

Night Market event. The proposed 1.5 hectare parcel of land is

located east of Boundary Road and directly south of the

Starlight Casino building.

What is the Night Market?

The Night Market is an annual summer event that is free of

charge. It is held Friday, Saturday, Sunday and Statutory

Holiday evenings from May through October.

The Night Market would include merchandise stalls and food

vendors. A live entertainment stage is also proposed.

How long would this Temporary Use Permit last?

The application is for a 2 year period from May 1, 2010 to

Friday, January 22, Russell Hotel Re-opening

At 11am, on Friday, January 22, the Russell Housing Centre will officially open at 740 Carnarvon Street, New Westminster.

The Russell Hotel was built in 1908 for businessman Elijah J. Fader as a place for travellers, as well as for local social and business occasions. Also known as the College Place Hotel, the Russell has been converted into social housing, with 40 supportive units and 15 shelter beds.

Song Search New West – To generate community spirit ahead of the Olympic Torch’s arrival in New Westminster on February 9, 2010, a song writing contest is underway. It’s open to all New Westminster residents. Judges include Graham Wardle from CBC’s Heartland and New Westminster resident and music producer Don McLeod. Don is also the co-founder of the School Alliance of Student Songwriters (SASS), a program currently running at New Westminster Secondary. Prizes include a professional recording session and a chance to perform your song at the Torch Relay Community Celebration in Queen’s Park on February 9. The contest closes on January 11 and the winner will be announced January 18. To submit your self- produced video first upload it to youtube and then, cut and paste the link to the 'submit' page on www.songsearchnewwest.com
Team Challenge - Not to distract you songwriters and performers from writing and performing your new song for submission to Song Search New West, but rather, just for added fun, why not take the team challenge? KRISHAN ANAND, Property Developer, spoke and presented diagrams of his proposed 11 unit townhouse development at 828 Royal and 824-831 Moody Street, and the need or a parking variance to reduce the number of parking spaces from 16 to 14. The project is well served by public transit, bicycle storage is provided as well as two visitor parking spaces. M/S/C to support the plans for this development and so advise the City.

PAUL MOHAN, Owner, Heritage Grill, spoke re an application to extend the Heritage Grill business closing hours from 12:00 am to 2:00 am, seven days per week. As all agreed that Mohan is a very responsible business owner, it was M/S/C to support this application.

MARK SHIH, MIA CIRIC and BLAZENKA VOJKOVIC of RIVER MARKET. Mark brought us up to date on the work being done at the Market, from the exterior painting (including the Tin Soldier), mechanical and electrical upgrades and a new roof, basically rebuilding the “bones” of the Market. Shih’s vision for the Market includes it being a food related destination on the first floor, with a good variety of food providers anchored by a major tenant still unsecured. The second floor would consist of offices and business, possibly health care oriented. The historic murals of the former Quay have been returned to New Westminster City Hall and the Museum and Archives. The clock tower will be removed, possibly to be replaced by a wind mill. We are all invited to keep in touch and follow the development.

Waterfront Pier Park: All monies ($24 million) to be spent by March, 2011, or grants rescinded. Grants are 1/3 each from City, Province and Federal Government. Plans are being worked on and remediation of site should start early in the new year.

Chairperson’s Report

Lila reflected on a busy year - many celebrations for the 150th a anniversary of New Westminster as well as the completion of Hyack Square and the ongoing renovations being done at the River Market. We look forward to a new park at Westminster Pier as well as a new elementary school at the old St. Mary’s Hospital site. Our 9th Annual Community Barbecue and Street Festival was another summer success – held on a really hot July day. Thanks to all: the City; Parks, Culture and Recreation Department; Jim Luu and the Catering Department; Genesis House staff and residents; and to all the volunteers – well done!

Guest Speaker: Mayor Wayne Wright, City of New Westminster

Mayor Wright spoke on all the ”Happenings” in the downtown area – Plaza 88, Hyack Square, River Market, Westminster Pier and the school scheduled to be built on the St. Mary’s site.

The question of the future of The Burr Theatre was brought up. What will happen? Will the City take this on? The possibility oof the Massey Theatre closing may make the viability of The Burr even more attractive.

The Royal City Star casino boat remains unsold with no interested buyers. The Larco site has remained undeveloped – what will happen there? The face of the downtown will continue to change. After the Mayor spoke a lively “Q & A” period followed.

Homelessness Awareness week – October 12 to 17.

Community Policing Committee
Lila Wood reporting. The last meeting dealt with the Queens Park area and trouble with youth in the park at night drinking, nuisance behaviour, damage to cars, and noise. The Parks crew have cut back trees and bushes around the nuisance areas, allowing more light and visibility. This appears to have lessened the problem. The police have also been talking to the
parents to get their cooperation in controlling the problem activities.

New Business

City Budget surveys on line and some copies available for those not on email. The City wants our opinions on the priority items for City spending.

“Artists on the River”, at New Westminster River Market and Boardwalk, September 26 and 27.

James Crosty, President of the Quayside Community Board, spoke about the Quayside Community Board, how it is structured and how the Board and the Downtown Residents Association could work together co-operatively. A lively question and answer period ensued.

GUEST SPEAKER STEPHEN SCHEVING, PLANNING CONSULTANT, CITY OF NEW WESTMINSTER

Stephen gave two interesting presentations on proposed developments in the City.

The Westminster Pier site is a narrow strip of land stretching along the waterfront from the foot of Elliot Street to the foot of Sixth Street. A public park is planned for this site, currently zoned residential, and requiring rezoning to public park and amenities before any development can proceed. The property is presently in derelict and environmentally dangerous condition and will require considerable clean-up and restoration.

The second presentation concerned the redevelopment of the old St. Mary’s Hospital site. A primary school and small park are planned for this location. Our input and concerns are requested and forms for this purpose were handed out, due to be returned to the City by 4:30 on August 28th.

After a lengthy question and answer session it was MOVED, SECONDED AND CARRIED in favour of supporting the necessary By-Law and OCP changes to allow these two projects to move forward and a letter to that effect sent to the City.

The city has requested that we submit our thoughts and opinions on these two matters by noon Tuesday, September 8 for the Public Hearing on the Westminster Pier site on September 14, and by August 28th for the St.Mary's site for inclusion in a report to Council. Fire Hazard in New Westminster Parks

New Westminster – Due to the extreme hot and dry conditions in New Westminster, effective today, the following precautions are now in place for all City parks and trails:

No smoking in parks or on trails
No charcoal or wood burning barbecues
No open fires

The use of propane barbecues is permitted provided they are placed on a raised, non-combustible surface.

Park visitors should take precautions against accidental fires and be alert to signs of fire:

Campfires are not permitted at any time in any City park
Report any signs of smoke or fire by calling 9-1-1 immediately
Watch for additional fire safety information on the New Westminster Parks, Culture & Recreation website

Guest Speaker: Dave Jobson spoke on proposed redevelopment of the Telford Block, 10th Street and Royal Avenue, and the relocation of a house from the uptown area to the adjacent lot on Royal Avenue.

Guest Speaker: Eric Westerberg updated us on various city issues. The Telford Block, the Fraser River Discovery Centre, the new Hyack Square, as well as the redevelopment of the St. Mary’s Hospital site as
An elementary school. A lively question and answer period followed.

Committee Reports

Homeless Coalition: No report. Lila reported on plans for the Holbrook Block, formerly the 660 Pub, on Columbia Street. The top two floors are being renovated to be used as a shelter for women and children. At present this is only for two or three years. The city and developers are working together to try to make the location a permanent shelter.

Traffic Committee: Updates on traffic calming in Queensborough as well as a presentation on the 2009 transportation work programme. This is to be posted on our web site.

Community Policing: Last meeting did not have a quorum therefore consisted of a roundtable discussion of neighbourhood issues and concerns.

Farmer’s Market: Opens Thursday, June 25th. A fundraiser is to be held June 11th at Brooklyn Tap and Grill, tickets $20 each.

Hyack Square Committee: Reopens Saturday, June 20, with a special programme and trolley tours. Friday night musical entertainment is planned from June 26 to August 28.

Business: Barbeque planning – our grant has been received! Special events this year will highlight the 150th birthday of New Westminster. Planning meeting is scheduled for June 3rd, 6:00 pm in the Queen Building.

New Business: Correspondence received re neighbourhood quiet time. Motion carried that this be sent to City Hall.

Next Meeting: Community Barbecue and Street Festival, July 30, 2009. AGM September 23, 2009.

We are a remote control car club that resides in New Westminster at 420 Wood street. We use this location in New Westminster for the past four years. We are a family oriented place for members, guests and spectators to come and enjoy the hobby of remote control off-road car racing. It has been a great place for kids,teenagers,adults and families to come out and spend constructive time. It gives a lot of youth chances to interact with others and build confidence. We raise all our own funding through our members and club racing.

We have started a petition to show the support of a facility like ours and the no cost to the city good it does in the community. We also have a lot of surrounding areas come to use the facility. We do generate some income for New Westminster by having members and visitors purchase food, supplies, building materials and use hotels for out of town racers on big events.

New Westminster Bike Tour Celebrates City's History and the Opening of the New Central Valley Greenway, June 27

The much anticipated Central Valley Greenway (CVG) will be officially opened on Saturday June 27th. As part of this event, and to celebrate the 150th Birthday of the City of New Westminster, the New Westminster members of the Vancouver Area Cycling Coalition will be leading an historical theme bike tour from Hyack Square, along the CVG, to the official opening at the new overpass at Winston and Sperling in Burnaby.

The total length of the tour will be 13 km at a leisurely pace and is suitable for novice riders and above. Participants are asked to gather (with helmets) at 9:30 am at Hyack Square. Prior to departure the riders will be able to examine the City's 150th anniversary display which celebrates the history of the oldest city in western Canada, and coffee and refreshments will be available to everyone getting ready for the ride. The tour will be accompanied by Rob McCullough, the curator of the New Westminster Museum at Irving House. Rob will provide an historical narative as we travel along the CVG which passes through the historic heart of New Westminster.

The Central Valley Greenway in New Westminster is an ideal new route for novice and experienced cyclists to parallel the Fraser River safely and comfortably along well-marked bike lanes, quiet, residential streets, and separated greenway paths. The route connects the New Westminster Quay in the City's urban and historic downtown to Sapperton and Hume Park.

The route passes near many venues of interest to cyclists, including cafes, pubs and restaurants, provides stunning vistas of the river and mountains, and allows riders to connect with nature and recreation in the Brunette River Valley. The CVG is regionally accessible from several SkyTrain stations which can serve as staging or terminating points for day trips. The CVG continues westward through central Burnaby to Vancouver-Science World connecting with the Seawall to False Creek and Stanley Park. Within New Westminster the CVG offers connections to the BC Parkway, the Crosstown Greenway and other City bike routes. The CVG can be used by commuters, recreational riders and anyone who'd like to see and enjoy our City and region at the pace of a bicycle.

The VACC-New Westminster invites everyone to come out and celebrate the opening of this amazing new transportational and recreational facility in MetroVancouver.

Commentary: School at St. Mary's Site

(The following was emailed to the New Westminster School District in support of an elementary school being built on the old St. Mary's Hospital site.)

I am a downtown New Westminster resident. I have lived in New West for 7 years. I have, by choice driven my daughter to Connaught Heights school for her primary and intermediate schooling. I found the school to be a lovely little corner of the community, and I hope that the school will remain open as a community centre, pre-school etc... That being said, the neighbourhood is small, and I understand the need to re-allocate resources.

I want to register my support for the elementary school at the St Mary's site. I think it is a tremendous solution. The land is not in use, there will be no park land destroyed in order to accommodate the school. It will also give a much needed elementary school for all the babies and toddlers I see about our neighbourhood. The downtown core is growing at a tremendous rate, several new buildings going up on Columbia @ New West Skytrain, and plans for another at Columbia at 4th. Downtown is a lovely but largely misunderstood area of New West, please, let's continue to make the downtown core a neighbourhood desirable to families.

Petula gave a short presentation and fielded audience questions regarding the film industry and film shooting in the downtown area.

Guest Speaker: Travis Johnson, Vancouver Circus School.

Johnson gave a lively presentation on the second location of the Circus School at the River Market at Westminster Quay. Currently on a short- term lease at the Market, the Circus School offers a variety of classes; i.e.,
trampoline, juggling, swinging trapeze, open to all ages. The public is encouraged to come for a “look-see” on Tuesday and Thursday evenings from 7 – 9 pm. Johnson is hoping to secure a long-term lease once an anchor tenant is secured at the Market.

Guest Speaker: Reena Meijer- Drees, on electoral reform and STV.

Meijer-Drees spoke on the Single Transferable Vote and the structure and mechanics of it. The STV will come up as a referendum question in the May 12 provincial election. Meijer-Drees explained that with the STV the number of MP’s won’t change though it could mean a minority or coalition government. With STV, votes won’t be wasted. If passed in the May election perhaps the STV will be enacted in the next provincial election in 2013. A lively question and answer period followed the presentation.

Metro Vancouver’s Regional Growth Strategy Meetings

Metro Vancouver’s Regional Growth Strategy (Metro Vancouver 2040: Shaping Our Future) is a framework to guide the future development of our region to 2040. It is a shared commitment by Metro Vancouver and member municipalities to work together to achieve regional goals. The Regional Growth Strategy is an important tool for managing future growth in the region, while still ensuring its livability. Following the adoption of the new Regional Growth Strategy, New Westminster’s Official Community Plan will need to be reviewed to take into account the new regional policies.

New Westminster City Council is also hosting a Public Meeting in order for New Westminster residents and the business community to learn about the draft Regional Growth Strategy and provide comments on the growth projections:

Automated Waste Collections, Open House - Thursday, March 19, 5 pm to 7 pm

The City is proposing to move to an automated collection system for garbage and clean green waste for all single family residences. On Thursday, March 19th, Engineering Operations will host an Open House in the foyer of City Hall to acquire feedback from residents with respect to the proposed program.

We welcome as many as possible to drop in for an informative session on the proposed Automated Waste Collections, complete with interactive displays, refreshments, and a draw for prizes!

DOWNTOWN ZONING AMENDMENT BYLAW NO. 7299, 2009

Purpose
The purpose of this bylaw is to allow Gondola Holdings Ltd. (formerly College Place Hotel) to move their Liquor Primary License to 807 Columbia Street instead of 842 Columbia Street (in accordance with the process outlined in Zoning Amendment Bylaw No. 7273, 2008). The applicant proposes to operate a lounge with an occupant load of up to 88 people.
